Chief Deputy Commonwealth's Attorney

T. Marie Walls

T. Marie Walls serves as Chief Deputy Commonwealth's Attorney for the Suffolk Commonwealth’s Attorney’s Office. Marie is a 1990 graduate of Christopher Newport University where she was on the National Dean's List and President's List and received a degree in Psychology, with Honors. She is a 1994 graduate of the University of North Dakota School of Law where she received her Juris Doctor Degree, with Honors. Marie is a former staff attorney with the Peninsula Legal Aid Center, Executive Director of the CHKD Child Abuse Program, and a Henrico County Prosecutor. In addition, she is a former Adjunct Professor of Law at the William & Mary School of Law and has instructed Continuing Legal Education courses on evidence, housing law, and domestic violence. Marie is also a former faculty member of the Finding Words Virginia Program. Marie handles a broad range of criminal cases, with particular emphasis on sexual assault and child abuse cases. Marie is a Board Member of Prevent Child Abuse-Hampton Roads and a Board Member of Community Criminal Justice Board for the Fifth Judicial Circuit. Marie also serves as a faculty member for the National Advocacy Center, a centralized training center of the National District Attorneys Association (NDAA) and the U.S. Department of Justice, specializing in training prosecutors. Deputy Commonwealth's Attorney

Vaughn T. Breedlove

Vaughn T. Breedlove is a Deputy Commonwealth’s Attorney over one General District Team. Vaughn received his degree of Bachelor of City Planning in 1992 as a graduate of The University of Virginia, School of Architecture. Vaughn received his degree of Juris Doctor in 2000 as a graduate of The University of Richmond, The T.C. Williams School of Law. Additionally, Vaughn is responsible for the Habitual Offender Restoration Division of the Suffolk Commonwealth's Attorney's Office. Vaughn is a former Assistant Commonwealth's Attorney for the City of Portsmouth. Vaughn is an Adjunct Professor at Tidewater Community College and Hampton University. Derek A. Colvin

Derek A. Colvin is a Deputy Commonwealth’s Attorney over one General District Team. Derek is a graduate of Old Dominion University and received his law degree from The Pennsylvania State University in 2009. Derek has substantial experience in the prosecution of violent crime; including, homicide, robbery, drug distribution and sexual assaults. Derek is active in his community and enjoys spending his free time on home construction projects and golfing with friends. Email Derek Colvin

Susan H. Walton

Susan H. Walton is a Deputy of the Juvenile & Domestic Relations Team. She received her bachelor’s degree in Business Administration and her Law Degree from George Mason University, where she played NCAA Division I basketball and was team captain her senior year. Before joining the City of Suffolk Commonwealth’s Attorney’s Office in 2000, she was a former Chief Assistant Commonwealth’s Attorney in Campbell County for seven years. Susan is a member of the Juvenile & Domestic Relations Team, is assigned to the gang task force, prosecutes animal cruelty cases and is an instructor for the Virginia Association of Commonwealth’s Attorneys. In 2012, Susan was recognized as one of the nation’s Top Ten Animal Defenders by the Animal Legal Defense Fund. She currently holds the position of Secretary for the Board of Directors of the Suffolk Humane Society. Susan has run numerous marathons, including the 100th running of the Boston Marathon and is an avid surfer. She coaches youth basketball, baseball, is a college Soccer official, but especially likes to spend time with her family.   Email Susan Walton

Assistant Commonwealth's Attorney

​Dianna L. Baker
Dianna L. Baker is a member of the General District Court team.  Dianna graduated summa cum laude from Liberty University with a B.S. in Government and a minor in Criminal Justice.  She graduated cum laude from Regent University School of Law.  She previously served as a prosecutor in Pittsylvania County, Virginia from 2016 until 2018 and for the City of Chesapeake from 2018 until 2021.  Dianna has experience prosecuting a variety of crimes, but has a particular interest in driving under the influence and serious traffic offenses.  Outside of work, Dianna enjoys cooking, swimming, and volunteering with the Fraternal Order of Police.

Carmen T. Cabrero
Carmen T. Cabrero is a member of the General District Court Team. Carmen received her Bachelor of Arts degree from George Mason University, graduating cum laude with a degree in Government and International Politics. She received her Juris Doctorate from Regent University, also graduating cum laude. Carmen is a career prosecutor and started as an Assistant Commonwealth’s Attorney for the city of Emporia/Greensville County. She later joined the Portsmouth Commonwealth’s Attorney’s Office, where she became a Senior Assistant Commonwealth’s Attorney specializing in violent crime, drug, and gang prosecution. In her spare time, Carmen enjoys spoiling her dogs, playing softball, and watching professional football.   Email Carmen T. Cabrero
Heather Emmert
Heather Emmert is a member of the General District Team. Heather is a 1991 cum laude graduate of James Madison University and received her Juris Doctorate from the University of Richmond, T.C. Williams School of Law in 1994. Heather has over 22 years of prosecutorial experience in various areas including homicide, robbery, sexual offenses, theft and traffic offenses. Email Heather Emmert
Edward W. Ferreira
Edward W. Ferreira is a member of the General District Court Team. Edward received his Bachelor's Degree from Old Dominion University and graduated from Syracuse University's College of Law in 2000. He is a former Deputy Commonwealth Attorney for the City of Portsmouth and has substantial experience in prosecuting violent crimes and drug distribution cases. Bernardine "Bernie" Gerlach
Bernardine "Bernie” Gerlach is a member of the Juvenile and Domestic Relations District Court Team.  She attended The College of William & Mary earning a B.A. in English (concentrating in African American Literature) and a minor in Psychology.  She then clerked in a private attorney’s office for three years.  Bernie attended Duquesne University School of Law earning her J.D.  Bernie was in private practice for approximately 5 years representing clients in criminal, civil, divorce, child and spousal support, wills and probate matters.  Bernie then became a founding member of the Hampton Public Defender’s office where she was a Deputy in charge of the JDR team.  Bernie then moved across the water and became an Assistant Commonwealth’s Attorney in Portsmouth.  After two years, she was offered the position of Deputy Public Defender in charge of the JDR rotation in Portsmouth which she held for 13 years.  Bernie has prosecuted, defended or consulted on virtually every type of criminal offense.  Bernie is a retired athlete and enjoys watching all types of sports and coaches a woman’s softball team.  She is an avid animal lover and currently has 6 dogs and 2 cats.  She also enjoys spending time with her loved ones and her family of choice.

F. Jefferson James
F. Jefferson James is a member of the General District Team. Jeff is a 1978 graduate of Hampden-Sydney College and received his law degree from the University of Richmond in 1981. Jeff has been an attorney for 34 years. His areas of expertise are arson, violent crimes, and serious vehicular crimes. Jeff is active in the community. He has coached Little League Baseball, has been a VHSL high school football official for 27 years. He also officiated in the NCAA. He is a Life Member of the Nansemond-Suffolk Volunteer Rescue Squad. He is a past president of the Suffolk Bar Association and a member of the Suffolk Ruritan Club. He is also a member of Lawyers Helping Lawyers through the Virginia State Bar. His hobbies are exercise, reading, and being with his 3 children. Email F. Jefferson James
John V. Molitor
John V. Molitor is a member of the General District Team under the supervision of Deputy Vaughn Breedlove. John received his Juris Doctorate from the New York University School of Law. John is a former Assistant Commonwealth’s Attorney for the City of Portsmouth. Previously, John was an attorney for underprivileged children and a guardian-ad-litem in Connecticut. John is a member of the Bar of the Supreme Court of the United States and several other federal courts. In his spare time, John enjoys spending time with his wife and children. Email John V. Molitor
T. George Underwood
T. George Underwood is a member of the Juvenile and Domestic Relations Team. T. George received his Juris Doctorate from Regent University School of Law and Bachelor of Arts Degree with a triple major in Political Science, French and German from Hampden-Sydney College in 1992. His education includes attendance at the University of Vienna, Austria and high school in Belgium. T. George is a former Senior Assistant Commonwealth Attorney for the City of Portsmouth and has 18 years as an advocate for children in the court system as guardian ad litem. Outside of work, T. George has a passion for historic renovations, jazz music, kayaking, camping and Disney with his family.   Email T. George Underwood

Kara M. Webber
Kara M. Webber is a member of the Juvenile and Domestic Relations Team. Kara graduated from the University of Arizona in 2007 with a Bachelor of Arts Degree in History, with distinction. She graduated from the Regent University School of Law in 2011 where she received her Juris Doctor, with distinction. Her educational experience includes studying at the University of Oslo in Norway which catapulted her towards pursuing her law degree. Kara is a former Assistant Commonwealth’s Attorney for the City of Portsmouth where she handled all types of cases and had a Career Prosecutor designation from the State. Kara enjoys playing sports, reading, and spending time with her husband, family, and friends.   Email Kara Webber
Brandon T. Wrobleski
Brandon T. Wrobleski is a member of the General District Team. He began prosecuting in Portsmouth as an Assistant Commonwealth’s Attorney, later serving as a Senior Assistant Commonwealth’s Attorney, a Deputy Commonwealth’s Attorney, and the office’s Public Information Officer. Prior to graduating from Regent University School of Law, Brandon held executive board positions on the Regent University Law Review and the Regent University Trial Advocacy Board. Brandon is a magna cum laude graduate of Liberty University in Lynchburg, Virginia with a Bachelor of Science in Government. In his spare time, Brandon plays 3rd base for his church softball team and tries to visit every park in Hampton Roads with his two young daughters. Email Brandon T. Wrobleski
