General JPA Information

The Joint Permit Application (JPA) is a combined application for state, federal and local agencies for activities within wetlands or waters in the Commonwealth of Virginia. Although each separate agency is responsible for their particular statutes, regulations and issuance of their specific permits, the JPA process is designed to streamline the application process for an applicant.

Activities requiring review through the JPA process include but are not limited to:

  • bulkheads
  • stone revetments
  • piers
  • boatlifts
  • boathouses
  • boat ramps
  • moorings
  • marinas
  • aquaculture facilities
  • marsh toe stabilizations
  • dredging
  • breakwaters
  • beach nourishment
  • groins
  • jetties
  • road crossings over tidal waterways
  • filling waters of the US or wetlands
  • stream restoration projects
