15. Public Hearing - Rezoning Request RZ1-05, submitted by Robert C. Barclay, IV, of Cooper, Spong and Davis, applicant, on behalf of Delane W. Porter and J. Ridgely Porter, III, property owners, for a change in zoning for approximately 20 acres from A, Agricultural District, to B-2, General Commercial District. The property affected is located on the south side of Pruden Boulevard and west of General Early Drive, and is further identified as Tax Map 25, Parcel 57F, Suffolk Voting Borough. The 2026 Comprehensive Plan designates this area as Central Suburban/Urban Development (Suburban)

16. Public Hearing - Rezoning Request, R11-06, (Conditional) submitted by Whitney G. Saunders, of Saunders, Barlow, Riddick, Babineau, P.C., applicant, on behalf of Ryan, Frank and Catherine Nelms, property owners, for a change in zoning for approximately 52.77 acres from O-I, Office-Institutional District, to RL, Residential Low Density District and rezoning approximately 3.8 acres from O-I, Office-Institutional to M-1, Light Industrial

17. Public Hearing - Conditional Use Permit Request, C9-06, submitted by W. David France, of Kimley-Horn and Associates, on behalf of Lockheed-Martin Corporation, property owner, to permit the installation and operation of a helicopter landing pad in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance

18. Ordinance - An ordinance to amend the City Code of the City of Suffolk Pertaining to the Membership of the Historic Landmarks Commission

19. Ordinance - An ordinance to appropriate $100,000 from the Cemetery Fund Unappropriated Fund Balance for improvements to the Holly Lawn Cemetery

20. Motion - A motion to schedule a Work Session for January 3, 2007, at 4:00 p.m., unless called earlier or canceled by the Mayor

21. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances.
