Public Hearings - Conditional Use Permit Request C5-06, submitted by Jeffrey Gardy of Glasscock and Gardy on behalf of Susan Piland and All American Spirit Cheer, applicant for property owned by Pearce Properties, LLC for a change in non-conforming use to allow an indoor amusement center for the purpose of allowing cheerleading instruction and training for All American Spirit Cheer

14. Public Hearing - Dedication of a Historic Preservation Easement on 341 East Washington Street (Phoenix Bank Building structure and parcel) by the City of Suffolk to the Virginia Department of Historic Resources

- A resolution authorizing the dedication of a historic preservation easement to the Commonwealth of Virginia, Board of Historic Resources, on certain real property identified as tax map and parcel number 34G25(A)*3 associated with the restoration and adaptive reuse of the Phoenix Bank of Nansemond building.

15. Public Hearing - To consider the creation of a Special Taxing District to be known as the Downtown Business Overlay District and to amend the service provisions in the existing Suffolk Taxing District.

- An ordinance creating a special taxing district for the downtown Suffolk commercial area and providing for the levy, collection, expenditure and appropriation of special real property taxes with respect thereto

- An ordinance amending the level of service to the Suffolk Taxing District and providing for the levy, collection, expenditure and appropriation of special real property taxes with respect thereto

16. Public Hearing - Authorization of Debt Issuance

An ordinance authorizing the issuance and sale of General Obligation Public Improvement Bonds, Series 2007, in the maximum amount of $23,200,000 by the City of Suffolk, Virginia, and establishing the terms, details and provisions for the payment thereof

- An ordinance to appropriate $28,062,920 to fund the projects in the fiscal year 2005-2006 Capital Improvements Budget - as amended

17. Public Hearing - Authorization of Debt Issuance

- An ordinance authorizing the issuance of Water and Sewer System Revenue Bonds in the maximum amount of $37,300,000 by the City of Suffolk, Virginia

18. Ordinance - Subdivision Variance Request V1-05 submitted by E. Rodney Flores, applicant, on behalf of Giles Virginia Ventures, LLC, property owner, for a variance from the Unified Development Ordinance Section 31-612(f) to provide for the required street connectivity and Section 31-612(n)(10) in regard to minimum intersection spacing

19. Ordinance - An ordinance approving a Devolution Agreement with the Virginia Department of Transportation for the Transfer of Roadway Maintenance to the City of Suffolk

20. Ordinances - Suffolk Annual Operating Budget for Fiscal Year 2006-2007 and related Ordinances – Second Reading

- An ordinance levying real property taxes for the tax year beginning July 1, 2006 and ending June 30, 2007

- An ordinance to levy taxes on all tangible personal property not either exempt from taxation or otherwise taxed for the 2006 and 2007 tax years

- An ordinance approving the City Budget and appropriating funds for expenditures contemplated during the fiscal year beginning July 1, 2006 and ending June 30, 2007, in the amount $375,908,879 and regulating the payment of money out of the City Treasury

- An ordinance to amend the Code of the City of Suffolk Chapter 82, Taxation, Article XV, by creating section 82-682 “Emergency Ambulance Transportation Service Fees”

- An ordinance to repeal Article XIX, of Chapter 82 of the Code of the City of Suffolk entitled “Vehicle Licenses” and adopt a new Article XIX to be entitled “Vehicle License Fees” to eliminate the requirement for City Decals for all motor vehicles and to establish a vehicle license fee

- An ordinance approving a fee schedule for the City of Suffolk

21. Ordinance - An ordinance approving the City of Suffolk Compensation and Classification Plan

22. Motion - A motion to schedule the Re-organizational Meeting for Monday, July 3, 2006, at 2:00 p.m.
