12. Public Hearing – Conditional Use Permit Request C22A-04, submitted by Adria L. Mason on behalf of Lorraine Jo Hill Mason, property owner, to amend Conditional Use permit C22-04 for the operation of an adult care residence to allow for an increase in the maximum occupancy from six (6) to eight (8) ambulatory adults in accordance with Sections 31-306 and 406 of the Unified Development Ordinance. The subject property is located at 210 North Lloyd Street and is further identified as Tax Map 35F, Block LA, Parcel PT 74, Cypress Voting Borough, Nansemond Taxing District, zoned RM, Residential Medium Density District.

13. Public Hearing - Conditional Use Permit Request C1-06, submitted by Shefco, Inc., property owner, to permit a retail use for the operation of an antique store in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance

14. Public Hearing – Conditional Use Permit Request C2-06, Carriage House, submitted by Ruth C. Bitting, property owner, to permit the operation of a bed and breakfast inn in accordance with Sections 31-306, 31-406, and 31-703 of the Unified Development Ordinance

15. Public Hearing – Subdivision Variance Request V1-05 submitted by E. Rodney Flores, applicant, on behalf of Giles Virginia Ventures, LLC, property owner, for a variance from the Unified Development Ordinance Section 31-612(f) to provide for the required street connectivity and Section 31-612(n)(10) in regard to minimum intersecting space

16. Public Hearing – Subdivision Variance Request V1-06, submitted by Scott R. Davis, P.E. of Vanessa Hangen Brustlin, Inc., applicant, on behalf of Island Properties, LLC, property owner, for a variance from the Unified Development Ordinance Section 31-612(c) in regard to the maximum cul-de-sac length and Section 31-612(f) in regard to the required street connectivity

17. Public Hearing – Ordinance Text Amendment OA2-06, Wetlands Mitigation Banks, for amendments to the Unified Development Ordinance of the Code of the City of Suffolk, Table 406-1, Principal uses Permitted in Zoning Districts, and Appendix A, Definitions, in order to permit the establishment of wetland mitigation banks in the C, Conservation, and A, Agricultural Zoning Districts, with the approval of a Conditional Use Permit

18. Ordinances - Suffolk Annual Operating Budget for Fiscal Year 2006-2007 and Related Ordinances – Second Reading

- An ordinance levying real property taxes for the tax year beginning July 1, 2006 and ending June 30, 2007

- An ordinance to levy taxes on all tangible personal property not either exempt from taxation or otherwise taxed for the 2006 and 2007 tax years

- An ordinance approving the City Budget and appropriating funds for expenditures contemplated during the fiscal year beginning July 1, 2006 and ending June 30, 2007, in the amount $375,908,879 and regulating the payment of money out of the City Treasury

- An ordinance to amend the Code of the City of Suffolk Chapter 82, Taxation, Article XV, by creating section 82-682 “Emergency Ambulance Transportation Service Fees”

- An ordinance to repeal Article XIX, of Chapter 82 of the Code of the City of Suffolk entitled “Vehicle Licenses” and adopt a new Article XIX to be entitled “Vehicle License Fees” to eliminate the requirement for City Decals for all motor vehicles and to establish a vehicle license fee

- An ordinance approving a fee schedule for the City of Suffolk

19. Motion - A motion to schedule a Work Session for June 6, 2006, at 4:00 p.m., unless canceled.
