16.   Public Hearing - Conditional Use Permit Request C04-08, submitted by Douglas S. Davis and Barbara S. Davis, property owners, to permit a wetlands mitigation bank for an approximately 73 acre parcel in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance. 

17.   Public Hearing - Conditional Use Permit Request C09-08, submitted by Universal Wireless, LLC, applicant, on behalf of Samuel Gibson Chapman III, property owner, to permit the construction of monopole telecommunication tower of 199 feet in accordance with Sections 31-306, 31-406, and 31-716 of the Unified Development Ordinance.

18.   Public Hearing - Ordinance Text Amendment OA3-08, for amendments to Article 4, Section 31-406, Use Regulation, Table 31-406-1, Principal Uses Permitted in Zoning Districts of the Unified Development Ordinance to allow Tattoo Parlors and Body Piercing Salons in the B2, General Commercial Zoning District with approval of a Conditional Use Permit; Article 7, Supplemental Use Regulations, and Appendix A, Definitions

19.   Public Hearing - A public hearing regarding an ordinance amending Chapter 26, entitled elections, of the Code of the City of Suffolk , so as to provide a new polling place for the Southside Precinct at Faith Temple Ministries Christian Fellowship Center

20.   Ordinance - An ordinance amending Chapter 54 of the City Code titled "Miscellaneous Offenses" by repealing Section 36, Tattooing

21.   Ordinance - An ordinance amending Chapter 18 of the City Code titled "Business" to include Article VII, Sections 18-401 through 18-419, Tattoo Parlors and Body Piercing Salons

22.   Ordinance - Subdivision Variance Request V5-07, submitted by Justin W. Nelson, property owner, requesting a variance from Section 31-514 (a)(2) of the Unified Development Ordinance which requires that a family transfer parcel be held by the immediate family member who received it for a minimum of 10 years unless subject to an involuntary transfer (This item was continued from the June 18, 2008, City Council meeting.)
