Council Member Milteer is a native of Suffolk, Virginia. He was educated in the public schools of Suffolk, and is a graduate of East Suffolk High School. Further studies have been obtained at the P.D. Pruden Vocational Technical Center, Tidewater Community College, and Norfolk State University. Council Member Milteer has also received a Doctor of Humanities from Norfolk Seminary and College.

Council Member Milteer was elected to the Suffolk City Council from the Whaleyville Borough in May of 1980. In March of 1984, he was the recipient of the Jessie Rattley Politician Action Award. This award is for outstanding contribution in the field of Politics. He is the first African-American to be elected to eight consecutive terms in the history of City of Suffolk.

He is married to Sarah W. Milteer, and the father of four children. Council Member Milteer is a member of St. Mark Episcopal Church and a Vestry Member. He formally retired from Naval Air Rework Facility as a supervisor. He is known to others as a man of dignity, integrity and tolerance.
