Assistant Commonwealth's Attorneys

The Assistant Commonwealth's Attorneys, or Prosecutors, in the Suffolk Commonwealth's Attorney's Office are a diverse group of men and women and truly a reflection of our community.

Vaughn T. Breedlove is a member of the General District Team. Vaughn received his degree of Bachelor of City Planning in 1992 as a graduate of The University of Virginia, School of Architecture. Vaughn received his degree of Juris Doctor in 2000 as a graduate of The University of Richmond, The T.C. Williams School of Law. Additionally, Vaughn is responsible for the Habitual Offender Restoration Division of the Suffolk Commonwealth's Attorney's Office. Vaughn is a former Assistant Commonwealth's Attorney for the City of Portsmouth. Vaughn is an Adjunct Professor at Tidewater Community College and Hampton University. In his spare time, Vaughn enjoys spending time with his family and friends. VBreedlove@suffolkva.us

 

George W. Bruch is a member of the General District Team. George is a graduate of Wayland Baptist University and Regent University School of Law. George comes to the Suffolk Commonwealth's Attorney's office after having served as a Deputy Commonwealth's Attorney in Southampton County. Prior to his admission to the bar George was a member of the Virginia Beach Police department where he spent over eight years as a patrol officer and Detective. As a retired Master Chief Petty Officer in the U.S. Navy, George served in the submarine, aviation and surface warfare communities, leading to his retirement from the U.S. Navy after 21 years of distinguished service. In his spare time George serves as an Adjunct Law Professor, teaching; Trial Practice, Criminal Law and Will, Trusts and Estates at Regent University School of Law, additionally George serves as a presenter for various Commonwealth Attorney’s Services Counsel training, to include DUID training and the Executive Program. George and his wife Terri are also very active in their local Hampton Roads charitable organizations raising funds and providing assistance to those in need. George's hobbies are foreign languages, boating, motorcycles, but mostly spending time with his family and grandchildren. gbruch@suffolkva.us

 

Derek A. Colvin is a member of the General District Court team. Derek is a graduate of Old Dominion University and received his law degree from The Pennsylvania State University in 2009. Derek has substantial experience in the prosecution of violent crime; including, homicide, robbery, drug distribution and sexual assaults. Derek is active in his community and enjoys spending his free time on home construction projects and golfing with friends. dcolvin@suffolkva.us

Heather E. Emmert is a member of the General District Team. Heather is a 1991 cum laude graduate of James Madison University and received her Juris Doctorate from the University of Richmond, T.C. Williams School of Law in 1994. Heather has over 22 years of prosecutorial experience in various areas including homicide, robbery, sexual offenses, theft and traffic offenses. hemmert@suffolkva.us

 

Matthew A. Glassman is a Deputy Commonwealth's Attorney and the Supervisor of the General District Team with Will Jamerson. Matthew graduated from Virginia Wesleyan College in 1996 and received his Law Degree from University of Dayton School of Law in 1999. Matthew has been a prosecutor in this office since 2001. While he has prosecuted a vast array of criminal offenses, Matthew primarily handles drug and traffic related offenses. Additionally, Matthew is responsible for the Drug Asset Forfeiture and Habitual Offender Restoration Divisions of the Suffolk Commonwealth's Attorney's Office. In his spare time, Matthew serves as soccer coach for the American Youth Soccer Organization (AYSO). mglassman@suffolkva.us

 

F. Jefferson James is a member of the General District Team. Jeff is a 1978 graduate of Hampden-Sydney College and received his law degree from the University of Richmond in 1981. Jeff has been an attorney for 34 years. His areas of expertise are arson, violent crimes, and serious vehicular crimes. Jeff is active in the community. He has coached Little League Baseball, has been a VHSL high school football official for 27 years. He also officiated in the NCAA. He is a Life Member of the Nansemond-Suffolk Volunteer Rescue Squad. He is a past president of the Suffolk Bar Association and a member of the Suffolk Ruritan Club. He is also a member of Lawyers Helping Lawyers through the Virginia State Bar. Michael Mullin is a member of the Juvenile and Domestic Relations Team. He specializes in sexual assault and gang-related cases. Michael is a 2004 Honors graduate of Christopher Newport University, and received his Law Degree from The Catholic University of America, Columbus School of Law. Michael lives in Newport News with his wife and three sons. An avid runner, Michael has completed four Tough Mudder obstacle races and the Marine Corp Marathon. mullin@suffolkva.us

 

Narendra Pleas serves as an Assistant Commonwealth’s Attorney on the General District Team. Prior to joining the Suffolk Commonwealth’s Attorney’s Office, Narendra previously worked as an Assistant Commonwealth’s Attorney for Sussex County as well as the City of Emporia/Greensville County, Virginia. Narendra received her Juris Doctorate from Indiana University and her Bachelor of Arts in Psychology and Political Science from Agnes Scott College. NPleas@suffolkva.us

 

Meredith Travers serves as an Assistant Commonwealth’s Attorney on the Juvenile Team and is primarily responsible for prosecuting Domestic Violence cases. Prior to joining the Suffolk Commonwealth’s Attorney’s Office, Meredith previously worked as an Assistant Commonwealth’s Attorney for the City of Norfolk. Meredith received her Juris Doctorate from Wake Forest University and her Bachelor of Arts in Journalism from the University of Georgia. Meredith is active in her community and church and spends her off time with her husband and three children. MTravers@suffolkva.us

 

T. Marie Walls serves as Deputy Commonwealth's Attorney on the Juvenile Team. Marie is a 1990 graduate of Christopher Newport University where she was on the National Dean's List and President's List and received a degree in Psychology, with Honors. She is a 1994 graduate of the University of North Dakota School of Law where she received her Juris Doctor Degree, with Honors. Marie is a former staff attorney with the Peninsula Legal Aid Center, Executive Director of the CHKD Child Abuse Program, and a Henrico County Prosecutor. In addition, she is a former Adjunct Professor of Law at the William & Mary School of Law and has instructed Continuing Legal Education courses on evidence, housing law, and domestic violence. Marie is also a former faculty member of the Finding Words Virginia Program. Marie handles a broad range of criminal cases, with particular emphasis on sexual assault and child abuse cases. Marie is a Board Member of Prevent Child Abuse-Hampton Roads and a Board Member of Community Criminal Justice Board for the Fifth Judicial Circuit. Marie also serves as a faculty member for the National Advocacy Center, a centralized training center of the National District Attorneys Association (NDAA) and the U.S. Department of Justice, specializing in training prosecutors. Susan H. Walton received her bachelor’s degree in Business Administration and her Law Degree from George Mason University, where she played NCAA Division I basketball and was team captain. Before joining the City of Suffolk CWAO in 2000, she was a former Chief Assistant Commonwealth’s Attorney in Campbell County for seven years. Susan is a member of the General District Team, is assigned to the gang task force, prosecutes animal cruelty cases and is an instructor for the Virginia Association of Commonwealth’s Attorneys. Susan has run numerous marathons, including the 100th running of the Boston Marathon. She coaches youth basketball, officiates high school and college Soccer, but especially likes to spend time with her family. SWalton@suffolkva.us

 

André D. Wiggins is a member of the General District Team. André received his Bachelor’s degree from Emory University, a Master’s degree from the Maxwell School at Syracuse, and his Juris Doctor in 2000 from Wake Forest University School of Law. Before obtaining his law degree, André worked for various government and international organizations in Central and South America. André is also a former Senior Assistant Commonwealth's Attorney for the City of Portsmouth and has prosecutorial experience in various areas including homicide, robbery, and narcotics cases.
