The Purchasing Division provides a centralized system for the management
of public funds expended for procurement of materials, supplies, equipment,
professional, consulting, and other services, and construction via competitive
pricing of the appropriate product quality for timely delivery. Purchasing
also provides for transfer or disposal of surplus property.
The stated purpose of the division is to encourage competition among vendors and
contractors, to provide for the fair and equitable treatment of all persons involved
in public purchasing by this City, to maximize the purchasing value of public
funds in procurement so that high quality goods and services may be obtained at
the lowest possible price and to increase public confidence in procurement practices
by providing safeguards for maintaining a procurement system of quality and integrity.
