Located in North Suffolk, the Second Precinct is responsible for six patrol zones and encompasses approximately 25% or 120 of the City’s 430 square miles. Approximately 35% - 40% of the city’s calls for service are generated out of this area and approximately 35% of the uniform patrol staff is assigned to this precinct. It is the fastest growing area, both in terms of business and residential development.
Captain Todd W. Rittenhouse is the Commanding Officer of the Second Precinct as well as Special Operations Section to include the School Resource Officers, Traffic Unit, Marine Patrol and Police Auxiliary. Captain Rittenhouse joined the Suffolk Police Department in 1986. He was appointed to the rank of Captain in 2003. He previously served as the Commanding Officer of the Investigations Division and the Administrative Division. Captain Rittenhouse is a Veteran of the United States Army. His academic achievements include a Bachelor’s Degree in Criminal Justice from Old Dominion University and a Master’s Degree in Public Administration from Troy University. He is a 2007 graduate of the Police Executive Leadership School offered by the Virginia Police Chiefs Foundation. Captain Rittenhouse is a resident of Suffolk and he and his wife Tamie have three children.
