The Child Day Care program provides funding to enhance the quality, affordability and supply of child care available to low income families. The Child Day Care program is an important component in promoting the broader objective of self-sufficiency for our customers. The Child Care program consists of Fee Child Care, Transitional Child Care, Non-VIEW (TANF), and VIEW Child Care. Read about the various Child Care components to see if you may be eligible, how to apply and information about how to become a State Licensed Child Care Provider.
This program is for parents who are working and/or attending school. Child care will be authorized for the hours that you are attending the activity and for which services are approved. If you are married or cohabitating, services will be based on the hours that you and your spouse are both attending approved activities. This program does not pay for child care services during job search.
Parents may receive up to 5 years of child care to support employment or school, if you are not receiving TANF benefits. This is not a guaranteed program as funding is limited. Eligibility is based on income and availability of funding.
If you use services for which you are not entitled and for which the Suffolk Department of Social Services (SDSS) made payments, you will be responsible for reimbursing SDSS for these services.
Requirements include a monthly co-payment to the child care provider based on 10% of your gross household income. If you are cohabitating with someone, that person’s income counts toward the household’s total income. All income is counted, both earned and unearned, and must be reported. The co-pay fee is based on your income; your co-pay may change when your income changes. You must pay your co-pay fee each month, regardless of the amount of service used or the number of children getting services.
Save all of your pay stubs and award letters as we may ask for them at any time to verify your income and hours. You are required to report all changes to your worker within 10 days. If you are unsure about a change, it is best to call your worker anyway. You will be given a change report form to submit when you have a change to report. Failure to report a change may result in your case being closed. You are required to contact your worker every 4 months. Your worker will send you a letter or call you. Failure to respond to a contact will result in your case being closed.
Once a year we will review your case. We will review your income, re-determine your eligibility and go over program responsibilities.

If all information is not submitted in a timely manner, your application will be denied. We will notify you in writing of approval, denial or closure.

If you are married or cohabitating, services will be based on the hours when you and your spouse are both working. This program does not pay for child care services during job search or attending school.
Parents may receive up to 12 consecutive months of transitional child care to support their employment if they have received TANF (VIEW or Non-VIEW), and the TANF case is closed. The Transitional eligibility period starts on the 1st day of the month following closure of the TANF case and ends 12 months later.

If you use services for which you are not entitled and for which SDSS made payments, you will be responsible for reimbursing SDSS for these services.
If you receive a letter from your worker stating that your TANF case will be closed or discontinued, contact your child care worker immediately. You may be eligible for Transitional Child Care.

You are required to contact your worker every 4 months. Your worker will send you a reminder letter or will call you. If you fail to respond to this contact, your case will be closed.

This program is for parents who are participating in VIEW approved activities and are receiving TANF assistance.
Child care will be authorized only for those activities that are on your VIEW Activity and Service Plan. If you are married, services will be based on the hours when you and your spouse are both participating in approved activities.
This program will pay child care for job search only if it is on your Activity and Service Plan.
If you use services for which you are not entitled and for which SDSS made payments, you will be responsible for reimbursing SDSS for these services.
If you receive a letter from your VIEW worker stating that your TANF case will be closed or discontinued, contact your child care worker immediately. You may be eligible for Transitional Child Care.

You may apply for Child Day Care Services at the Suffolk Department of Social Services, located at 135 Hall Avenue, Suite B in Suffolk, Virginia 23434 on Mondays – Fridays between the hours of 8:30am – 5:00pm.

If you are interested in becoming a state licensed Child Care Provider you may contact the State Division of Licensing at (757) 491-3950 and/or The Planning Council at (757) 622-9268 if you are interested in becoming voluntarily registered. These avenues offer the provider the opportunity to participate in the USDA food program for food reimbursement - for food provided to the children, and will also get the provider’s name on the State Social Services website as a provider.
