The Assistant Commonwealth's Attorneys, or Prosecutors, in the Suffolk Commonwealth's Attorney's Office are a diverse group of men and women and truly a reflection of our community.
Vaughn T. Breedlove
Vaughn T. Breedlove is a Deputy Commonwealth’s Attorney over one General District Team. Vaughn received his degree of Bachelor of City Planning in 1992 as a graduate of The University of Virginia, School of Architecture. Vaughn received his degree of Juris Doctor in 2000 as a graduate of The University of Richmond, The T.C. Williams School of Law. Additionally, Vaughn is responsible for the Habitual Offender Restoration Division of the Suffolk Commonwealth's Attorney's Office. Vaughn is a former Assistant Commonwealth's Attorney for the City of Portsmouth. Vaughn is an Adjunct Professor at Tidewater Community College and Hampton University. In his spare time, Vaughn enjoys spending time with his family and friends. Email Vaughn BreedloveSusan H. Walton
Susan H. Walton is a Deputy of the Juvenile & Domestic Relations Team. She received her bachelor’s degree in Business Administration and her Law Degree from George Mason University, where she played NCAA Division I basketball and was team captain her senior year. Before joining the City of Suffolk Commonwealth’s Attorney’s Office in 2000, she was a former Chief Assistant Commonwealth’s Attorney in Campbell County for seven years. Susan is a member of the Juvenile & Domestic Relations Team, is assigned to the gang task force, prosecutes animal cruelty cases and is an instructor for the Virginia Association of Commonwealth’s Attorneys. In 2012, Susan was recognized as one of the nation’s Top Ten Animal Defenders by the Animal Legal Defense Fund. She currently holds the position of Secretary for the Board of Directors of the Suffolk Humane Society. Susan has run numerous marathons, including the 100th running of the Boston Marathon and is an avid surfer. She coaches youth basketball, baseball, is a college Soccer official, but especially likes to spend time with her family. Email Susan Walton
Carmen T. Cabrero
Carmen T. Cabrero is a member of the General District Court Team. Carmen received her Bachelor of Arts degree from George Mason University, graduating cum laude with a degree in Government and International Politics. She received her Juris Doctorate from Regent University, also graduating cum laude. Carmen is a career prosecutor and started as an Assistant Commonwealth’s Attorney for the city of Emporia/Greensville County. She later joined the Portsmouth Commonwealth’s Attorney’s Office, where she became a Senior Assistant Commonwealth’s Attorney specializing in violent crime, drug, and gang prosecution. In her spare time, Carmen enjoys spoiling her dogs, playing softball, and watching professional football. Email Carmen T. Cabrero
Heather Emmert
Heather Emmert is a member of the General District Team. Heather is a 1991 cum laude graduate of James Madison University and received her Juris Doctorate from the University of Richmond, T.C. Williams School of Law in 1994. Heather has over 22 years of prosecutorial experience in various areas including homicide, robbery, sexual offenses, theft and traffic offenses. Email Heather Emmert
Edward W. Ferreira
Edward W. Ferreira is a member of the General District Court Team. Edward received his Bachelor's Degree from Old Dominion University and graduated from Syracuse University's College of Law in 2000. He is a former Deputy Commonwealth Attorney for the City of Portsmouth and has substantial experience in prosecuting violent crimes and drug distribution cases. Edward enjoys spending time with his daughter and coaching her basketball and soccer teams. Email Edward W. Ferreira
F. Jefferson James
F. Jefferson James is a member of the General District Team. Jeff is a 1978 graduate of Hampden-Sydney College and received his law degree from the University of Richmond in 1981. Jeff has been an attorney for 34 years. His areas of expertise are arson, violent crimes, and serious vehicular crimes. Jeff is active in the community. He has coached Little League Baseball, has been a VHSL high school football official for 27 years. He also officiated in the NCAA. He is a Life Member of the Nansemond-Suffolk Volunteer Rescue Squad. He is a past president of the Suffolk Bar Association and a member of the Suffolk Ruritan Club. He is also a member of Lawyers Helping Lawyers through the Virginia State Bar. His hobbies are exercise, reading, and being with his 3 children. Email F. Jefferson James
Sean C. Mitchell
Sean C. Mitchell joined the Suffolk Commonwealth’s Attorney Office in April 2021 and is a member of the General District Team. In 1998, Sean graduated from Old Dominion University and earned a Bachelor of Science degree with emphases in Criminal Justice and Sociology. His pre-law experience consists of working as a crime victims’ advocate, Senior U.S. Probation Officer, and investigator for the Federal Public Defender. In December 2015, Sean graduated from Regent University School of Law. His first attorney positions was as a public defender for the cities of Newport News and Virginia Beach. Prior to joining the Suffolk Commonwealth Attorney’s Office, Sean worked as a Senior Assistant Commonwealth’s Attorney for the City of Virginia Beach. Email Sean C. Mitchell
John V. Molitor
John V. Molitor is a member of the General District Team under the supervision of Deputy Vaughn Breedlove. John received his Juris Doctorate from the New York University School of Law. John is a former Assistant Commonwealth’s Attorney for the City of Portsmouth. Previously, John was an attorney for underprivileged children and a guardian-ad-litem in Connecticut. John is a member of the Bar of the Supreme Court of the United States and several other federal courts. In his spare time, John enjoys spending time with his wife and children. Email John V. Molitor
Kara M. Webber
Kara M. Webber is a member of the Juvenile and Domestic Relations Team. Kara graduated from the University of Arizona in 2007 with a Bachelor of Arts Degree in History, with distinction. She graduated from the Regent University School of Law in 2011 where she received her Juris Doctor, with distinction. Her educational experience includes studying at the University of Oslo in Norway which catapulted her towards pursuing her law degree. Kara is a former Assistant Commonwealth’s Attorney for the City of Portsmouth where she handled all types of cases and had a Career Prosecutor designation from the State. Kara enjoys playing sports, reading, and spending time with her husband, family, and friends. Email Kara Webber
