Meeting Registration
During the bimonthly City Council meetings, there are two standard opportunities for individuals to address City Council, which require registration. These times are during the Agenda Speakers and Non Agenda Speakers portion of the meeting.
The Agenda Speakers segment of City Council meetings is reserved for individuals to address City Council about any item that appears on that meeting agenda, for which no public hearing has been scheduled. This portion of the agenda is limited to 30 minutes. Each person desiring to address City Council as an agenda speaker shall be allotted five minutes unless there are more than six speakers, in which case the allotted time will be divided equally. A person may only speak once at a meeting under the Agenda Speakers section of the agenda.
Persons who wish to address City Council under this portion of the agenda must be registered no later than Noon on the Tuesday prior to the City Council meeting. In order to register, persons are asked to provide name, home address, and telephone number. Registration can be done in the Office of City Clerk in person, by telephone or by email.
The Non Agenda Speakers section of City Council meetings is designated for individuals to address City Council about any items that do not appear on that meeting agenda (i.e. a report of citizen concerns about overgrown grass, inoperable vehicles, conditions of a road or street, concern about a specific City policy or procedure). A person may only speak once at a meeting under the Non Agenda part of the meeting.
All persons desiring to be heard under this item of business shall notify the City Clerk no later than 6 p.m. on the day of the regular City Council meeting. In order to register, persons are asked to provide name, home address, and telephone number. Registration can be done in the Office of City Clerk in person, by telephone or by email.
Public hearings are also opportunities for individuals to address City Council and are held when legally required. Items on the agenda which require a public hearing are clearly noted. The time limits vary based on the nature of the public hearing, and no registration is required prior to the meeting. All speakers are asked to provide their name, address, and subject matter when addressing City Council prior to submitting their concerns.
